A liberal Brazilian economist painted me a grim picture about his country's future. The dark clouds foretold not a looming catastrophe, he maintained, but rather perpetual mediocrity.So far, my soothsayer hasn't been wrong, and the old joke about Brazil's bright future that never seems to arrive still makes the rounds. The South American giant has lately headed off an Argentine-style debt debacle, but that's faint praise. Gross domestic product contracted 0.2% in 2003. Economic growth in 2001 and 2002, at 1.3% and 1.9%, was not much better. Despite an industrialized economy and an army of sophisticated business minds, Brazil still muddles along in underdevelopment and persistent poverty.(...)Like many a socialist, Lula appears to also believe that government can take what it likes in the interest of the public good.
The contradiction between property grabs and the desire to attract investment came into focus in March when the government announced a new industrial development plan. Four anointed "strategic sectors," two new bureaucracies designed to implement initiatives and an allocation of $5.2 billion are all part of this effort to revive the slumping economy.
Let's put aside for a moment the lunacy of trotting out the tired notion of industrial policy and sending the poor Brazilian population up the hill like Sisyphus trying to make it work. The idea that Brazil's central planners believe they can pick winners is bad enough. But what borders on black comedy is that one of the chosen "strategic sectors" is the pharmaceutical industry, a market where property rights have been battered beyond recognition under the Lula government.
Brazil has been leading a campaign among certain members of the World Trade Organization against intellectual property rights, threatening makers of AIDS remedies with patent confiscation and holding up patent certification.
Yet, by designating the pharmaceutical industry a key strategic sector, it hopes to not only develop businesses that will fabricate generic medicines but also attract a fertile, cutting-edge biomedical industry.(...)Has Lula found a way to win popularity at the expense of the drug companies, their employees and their shareholders? Don't bet on it. Brazil seems fated to remain the "land of the future" for many years more."

PD: ¿Cuál es el background de Mary Anastasia O´Grady, antes de ser vocera de lo que el Cato Institute y la Heritage Foundation quieren difundir? Ya lo dije en 2005, fué durante 10 años "analista de futuros" de una empresa de bolsa y MERRYL LYNCH. Una persona imparcial y siempre en contacto con la pobreza y la realidad latinoamericana, seguro.
