Toronto will move to permanently replace its welfare cheques with debit cards later this year, eliminating cheque fraud and saving the cash-strapped city between $1-million and $2.5-million per year, according to a city report.

Like bank-issued debit cards, the cards will be PIN-protected and will not identify the user as a social assistance recipient . The cards will be reloaded monthly, and can be used to make cash withdrawals at ATMs or purchases at point-of-sale terminals, according to a June 14 report by the deputy city manager’s office. About 65,000 of Toronto’s recipients receive their benefits directly via bank deposit, but many of the 35,000 people who still receive cheques are “low income, marginalized and excluded from access to mainstream financial institutions” and rely on expensive cheque-cashing services, the report says.
